I tend to use a bit of Heavy for Lube, crack the rest of the Heavy down to Light. Then I use some of the Light to make Solid Fuel, and try to crack all the rest down to Petro which is the one you really, really need (to make all sorts of useful stuff). You can make Solid Fuel from oil without water. This produces about 20% less fuel per oil compared to using Advanced Oil Processing and Heavy Oil Cracking. A setup with 25 refineries is ratio-perfect. All other values have been rounded up (meaning some buildings will be occassionally idle). If you havent done advancecd oil processing research (which enables cracking) then just use a couple storage tanks in the meantime to prevent backups and prioritize blue science ASAP to research that the first thing. Then go back to making plastic and such after the research is done and you can implement the 5:7:1 ratio.

Petroleum gas also has a bad 20:1 ratio and should not be used to create solid fuel in most cases. However, full tanks of heavy oil, light oil, or petroleum gas can back up and block the oil refinery from refining more crude oil.
